Prospect of FACT Trajectory in Nepal

17-02-2017 The successful results of implementing the FACT methodology by Agriterra in NACCFL and CTCF to access the grants and influence in policy advocacy.

NACCFL is national federation of 750 agricultural cooperatives having members of 750,000 household farmer members. CTCF is national federation of 92 tea cooperatives having members of 5721 household tea farmers. Both NACCFL and CTCF are largest cooperatives network in Nepal. Government of Nepal and donor organizations value inputs from NACCFL and CTCF in making strategic decision, policy making and budget related to agriculture and cooperatives sector.

Agriterra is working with Nepal Agricultural Cooperative Central Federation Limited (NACCFL) and Central Tea Cooperative Federation (CTCF) for around 4 years. Key focus in the last year has been introducing the FACT methodology. In 2016, NACCFL and CTCF with their members have reaped the benefit of using FACT methodology to access the grants and influence in policy advocacy. The result of policy lobby and advocacy in 2016 are given below:

NACCFL and CTCF realized that enhancing FACT as a tool is an integral part of a broader initiative for Farmer Advocacy Consultation to ensure that any policy proposal that the organization prepares take root in the reality, needs and concerns of members.

Nearly half a dozen ministries, including Ministry of Education, Ministry of Health, Ministry of Agriculture Development, Ministry of Physical Infrastructure and Transport, and Ministry of Irrigation, that have the largest chunk of budget have failed to spend. They hold some 44 percent of the total budget, according to Finance Secretary Shanta Raj Subedi. (Source: Republica, national daily newspaper, 06 February 2017).

In this perspective, strengthening capacity of NACCFL and CTCF in policy lobbying and advocacy will support to access that unspent budget of government and favorable policy change.
